long story short-bought item, paid with paypal, seller now messages me and states they will not send item until i direct deposit and wants me to contact paypal and cancel my payment.
Item number is 261947280580.
Do i report them to ebay or wait until estimated delivery date before opening paypal dispute, or both?
Also this seller states on their listings no paypal-how are they able to get away with doing this as i thought ebay require a safe payment method?
Any ideas anyone?

They can't do that. Ignore the message and file a not received dispute as soon as the system allows if they don't send it. If theysend a cancellation request, decline itso they lose their fees. Leave appropriate feedback when you know what's happening.

They might state in their listing no paypal, but they do have to offer
it as a payment method. Which they did.

The seller can easily refund your Paypal payment so ask that this be done before anything else, if indeed they don't want your money.
Since the seller has declined an authorised and preferred payment method, you can't be blamed. If you receive negative feedback - that would be your appeal. I'd simply not leave any feedback (for the seller) once you have a refund - there's no point stirring water that's already murky.

To refund, there would have to be a cancellation,
and the OP shouldn't agree to that.
And buyers cannot get negative feedback

The seller is a complete numpty, they don't even have bank deposit as a payment method however they do offer COD.
Don't cancel anything, just wait a week then open an item not received dispute with Paypal.
Once they have refunded you leave them a factual neg, don't mention the dispute.
