I have been ripped off buying a pair of ray bans from seller *removed*. It has been 3 weeks since I bought them and nothing.
she has provided me with two false tracking numbers and because she has provided a tracking number saying an item was delivered to a suburb 20 mins away from me, eBay won't do anything about it.
i have been to the suburb post office it was delivered too and they said it was delivered to a home address.
The tracking number has no transit details just it has been delivered to a suburb that is not mine. eBay accept this as proof the seller sent me my parcel and tell me to take it up with the seller.
now looking at her recent feedback it appears they are false ray bans and she has now removed her other listings.
What can I do? I paid over $80.

It makes no difference to the paypal dispute but if you fail to get the refund through paypal your next step is to do a chargeback through your bank if you used a VISA debit card. As Tippy says, there is a time limit on doing that depending on your bank so don't muck around if you are going to do that.
Just contact your bank and tell them you want to do a chargeback. You will need all the details of the transaction but it ia all quite stright forward.

The seller is now NARU. That is, eBay have shut them down. Hopefully you can now get a refund.
