seller wont accept 'or offer'

I made an offer on an item  (which had that advertised next to item) which was declined. So I made another offer which again was declined, when I requested why?, the seller said she only accepts offers on large amounts. I think that is false advertising, she could have said that on the information of the item. Am I wrong? as this was really disappointing to me.

If someone list an item with best offer, and then realises item is getting huge interest, and it is a GTC  it makes sense that they are not going to quickly accept offers, if it hangs around a while they may then start lowering their sights.

There are many variables.

With free post items it is the only way you can build in flexibility for combined purchase discounts. If you are making an offer based on this reason make sure you note it to seller in offer or they may overlook it.
