Nothing dramatic about it. It was their status at the time of their death. They were travelling on non-Australian passports. It doesn't mean their deaths were less important than those who were citizens.

..."Malaysia Airlines Flight MH17 changed course before it was shot down because its pilots were trying to avoid gathering thunderstorms, it has been claimed.
When crashed, the jet was reportedly miles outside the flight path it used on previous trips from Amsterdam to Kuala Lumpur.
Nico Voorbach, president of the European Cockpit Association, said: "I heard that they were diverting from some showers. I think there were thunderclouds. You would ask air traffic control to divert left or right, and they would give you the permission."
.....an excuse is given but plane similarly 'changed course' from planned flight path as did MH370.
