There is going to be a lottery -  100 x 25,000 dollars per shire/region prize money , but everyone within the shire/region must gather at a nominated place at a nominated time like sunday afternoon - for every one person without just cause not there one prize will be removed for that region.  

I think there would be a big turnout nationwide !
