Translation - a minister (and it isn't actually the Minister who is pictured) who doesn't consider being on top of his portfolio to be a job requirement. You really need to get a handle on your colloquial English

Those that are willing to let the virus rampage as it will , believing is as influenza, letting those die or be maimed as they fall, with the assumption that the majority useful feeder survivors live life as normal, as per the current living standards of a purifying world
vs
Those that seek to preserve life, and willing to suffer initial economic loss, that is threatened by a preventable viral contagion that is highly mutative and striking ever more sectors of the global populations, and willing to critically evaluate current living conditions of society and make changes to improve community health
