Shelves in the city are empty of these as well.

OK - no big deal.
How much is a newspaper - not sure when I bought the last.
Cut it - nail it - been there done that.
Just don't make the mistake of flushing it.
Anyone got a spare shovel.

Just pondering, Why don't animals need toilet paper, and we do?

I know they are and ours must have been similar at one point!
It seems our bums have gone backwards in our evolution

Sometimes you have to make do with what you can get.
🙂
Get a squirt bottle. You can recycle any detergent bottle or spray bottle, fill it with water. Squirt yourself down below and wash yourself with good old H2O. Dry yourself with a small hand towel. Nice and hygeinically clean. Fresh as a daisy.
Easy peasy, and much more environmentally friendly.

But they're domesticated, yeah?!
I bet wild dogs don't have an issue
