Wow, that must have been really scary, you handled it brilliantly though. And how wonderful that Charlie didn't panic.
I hope the Council deal with the man appropriately........ but please be very careful. He sounds like a person who could try to retaliate.

What a horrible encounter. You’re right - those dogs have obviously not been trained and are probably exposed to some off-putting behaviour from their owner.
He sounds like a violent man without any control over himself. He probably believes he’s a good owner because he takes the dogs for walks and probably loves them in his own selfish way… but loving one’s pets is about far more than emotion; it’s also about responsibility and ensuring one has given one’s pets the training to cope with social situations, being around others, feeling safe… all the things that it’s obvious you give Charlie (and Rosie) just as you gave Leroy.
I’m glad you reported this incident and the threats. In retrospect, the hat thing might seem funny in a macabre way. He actually knocked it off? Weird guy!

A terrible incident for you and Charlie to be involved in.
I'm glad the loose dog did not actually physically attack Charlie or yourself but just threatened.
Is there any way you can walk Charlie without running into this maniac?
Does he walk his dogs at the same time each day? Maybe you can avoid them by changing your schedule?

i have changed my walk times several times but sometimes still come across this guy from time to time
i always look up n down the street before taking charlie out for just this reason, as i did with leroy, this guys been around for a few years
this time he was on his way back when we crossed paths
he runs one of the local pizza shops so he comes and goes
hes just a big mouth i think
but you can never know whats in some ones head
to even get so crazy over nothing, if hed just been sorry about the whole thing and not become abusive and talk about killing me id have just let it go
but he crossed the line, i had to stand up for myself and charlie
we were the innocent party here

i do have a semi smart phone, im a phone phobe (if thats a word)
ive had it since the begining of the covid thing and made maybe 5 calls, received maybe 10
im going to try to fix it up for video recording, need to buy a micro cd card to put in it
then remember to start carrying it

Even if it can't be set up to video - it certainly can take quick snaps.
Appear to be talking - snap away.
All you need is one for -- again - common assault.

He's a beautiful dog and by the sounds of it, well trained.
I am just glad the other dog you saw on the walk didn't actually try to bite or physically attack you.
The owner sounds completely nuts. In that situation, most owners, you'd think, would be apologetic, but this man knocked your hat off and abused you? He has anger issues and could be quite dangerous. I am glad you reported this so it is on record.
