I have put my finger on why this portrait in not flattering.
She has a tight 'fake' smile. You know she's not happy because her "smile" doesn't reach her eyes. Her eyes are flat i.e no twinkle and not raised at the sides as they would when someone genuinely smiles.
This portrait depicts a woman who is cheesed off and stressed.
It's the type of face you'd pull if a boring fundamentally religious artist said he wanted you to sit for 3 hours and smile while he regaled you with stories of the coming apocalypse.

hmm......The artist said he wanted the portrait to express her natural self but its more of a "formal" or "official" look:
Considering how tricky it can be to depict subtle facial expressions, I think the artist did a good job but somehow managed to make her look older.
Overall, i'm not sure if i like it or not..
