Because they wouldn't be able:
to bear people rubbing their tummies,
to decide on a caesararian or not,
to bear the actual pain of the birth,
to refrain from the 6 week "after-care",
to change the 'dirty' nappies,
more?..........

It is possible for them to incubate babies in their abdomens, and then to have them delivered with a scalpel. Same as women.
