Australia is a signatory to the Geneva Convention and the Australian soldiers did not kill their own.....thus an international conflict.
It is just a work around to avoid the Brass having to take responsibility IMO.

R.O.E related ? - regardless is an internal ADF policing matter , and should not have been aired publicly because of the possibility of over-reactions , tendency for presumptive collective guilt , very damaging changes , made worse before any actual trial and sentencing - if there are any actual criminal cases to answer to.
