It's not required to be worn by women of the Muslim faith, otherwise they would all be wearing it.

Sure, I'd be happy. I'm happy for ppl to wear what they fancy themselves in. Burqa, hoodies, baseball caps, motorcycle helmets. Spandex pants, safarie suits, flares.
As long as they're not trying to hide something underneath that might be detrimental to public safety.

Some areas and/or shopping malls in the UK, US & NZ ban youth from wearing hoodies in public.
The problem for shops is troublemakers use their hoods to hide their faces from security cameras, so when you go and look back at the vision you can't see who's responsible.
A shopping centre in London banned them in 2005 and says it had a 50 percent drop in crime and a 20 increase in customers!

If they are trying to make a political statement, one which is in opposition to the ideals of a democracy and the equal enfranchisement of women, then yes they are.
There are certain badges of now-passed regimes which might cause equal provocation if displayed in a public place.
