Umm yes. It is a garment of concealment for purposes of modesty. No one denies that. But to make assumptions that Australian Muslim women are forced to wear it by men is ludicrous.
Muslim women can wear what they want at home and within their own circle. They dress differently in company or if they leave the privacy of their own homes. In the same way I go about in just my undies on a hot day at home, but I would cover up if someone came to the door or if I had to pop out to the shops.
The level of cover-up is determined by culture, values, self expresion, confidence. Some Aussie women think that bikinis are immodest and THEY would never wear one. Some wouldn' think of going to the beach without a kaftan. Others are comfortable to parade in a bikini. The level of coverup is personal.
