People steal the weirdest things...
I used to take the unused mini shampoo/soap thingies but I travel a lot now so can't be bothered.

The shampoos etc are not yours to remove from the hotel unless specific permission is given. They are provided for your use whilst a guest of the Hotel. Removing them is theft. It doesn't matter if the Hotel disposes of them after your departure, they are and remain the property of the Hotel. Just the same as the partially used toilet rolls or mozzie wipes etc.
A guest of Hyatt Regency was actually charged with theft of hotel property. Whilst they had a lot of other items, the only thing that a conviction could be raised for was one Mozzie Wipe as it was the only thing that bore the Hotel's insignia and was not available for retail sale there or anywhere else.
However, the rugs, lamps, Televisions, linen and furniture could not be proven to have been stolen from the Hotel as they had periodically been available for sale to staff during remodelling etc.

During my hospital stay, when the mother came to pick up her son they had an arguement because she was checking out everything in the room and filling her bag with anything that wasnt bolted down.
The poor lad never had any chance at a decent life

Taking the complimentary shampoo/conditioner is somewhat expected, if you use it or take it is built inbto the cost of the room, I would never take anything else.

It is no more complimentary than any of the other services provided for your use whilst a guest of the Hotel. Just because it is consumable or not bolted down does not negate ownership.
The disposal of anything owned by the Hotel is at their discression. However once something passes into the contractor's rubbish bins in the designated area, it then becomes the property of the waste disposal contractor.
A store also builds the cost of theft into the items they sell, but this does not entitle you to remove items from their shelves.

A Hotel sells Heads on Beds and Bums on Seats - anything else is a service that they provide for your convenience whilst a guest on their premises.

I have a business who offers these little plesentaries, I am astonished if they are not taken which is unusual so know first hand what is mostly taken, we expect they will be gone.

crikey if the soap and shampoo is missing after a person checks out of their hotel room, how does the hotel know if they stole the soap and shampoo or if they actually used it all up?
