Yes, the lower section is definitely the bottom and would look silly on top. Nor would the plates be saved by the cut out bits if they roll forward.

i forget the correct name for this type of 'wall wear' but I think it originated up in the Nordic area of the world (think IKEA). Waterproof types of timber were/are used to construct these plate racks that are placed over food prep areas/kitchen sinks. Idea is that you wash your own plate (wishful thinking) after eating and immediately 'rack' it to drip dry.....ready for use next time. No need for a seperate cupboard to store your plates and crockery in at all

or a fance pailing (admittedly a very short fence - but...) - presumedly the photo is upside down if that's the case, cos otherwise the dog will sneak through the gap, and there would be nothing to snag your dress on if you hopped over it.
