actually, here in south australia our govt is running around saying 'we have a nice surplus to announce during our budget speech'
well sure, now tell us where you got it!
you got it by raising just about every levy and tax there is.
any idiot treasurer could do that.

If you want a serious answer I suspect the three biggest problems are
1) Electricity prices - The previous Labor government went crazy trying to show the world how renewables are done. All they achieved was to give South Australian residents some of the highest retail power prices IN THE WORLD ...... Literally.............. In the process they blew up our existing power stations .............. Literally ............so that no-one can fix the problem easily and without huge expense.
2) Education - SA regularly has some of the worst literacy and numeracy results in the Western World. Although Labor has been in charge for 16 years before the last election, I dont think you can entirely blame Labor for this one. It is more of a cultural problem within the states education system where leadership has been over-run by politically correct, out of touch people who are more interested in pushing the latest left wing philsophy, ( a bit like the ABC ) rather than just getting back to basic literacy and numeracy.
The Liberals have released a budget today and announced huge investments in education including hiring nearly 1500 extra full time equivelent teachers over the next four years as well as over half a billion dollars ( so I heard on ABC radio today ) in extra funding. Big money for a small state and a good example of how the Liberals are recognising current serious problems and actively working to address them.
3) Health - The Previous Labor government absolutely trashed the health system with its " Transforming health " failed agenda. All transforming health did was close beds while the population was increasing. They also built a new hospital ( the new RAH. ) Not a bad thing if it was done responsibly, BUT, rather than borrowing the money at perhaps 3% interest and managing the thing themselves, Labor effectively leased the thing at around 15% PA cost. Even that wouldnt be so bad, if they hadnt been watching so many episodes of ABC's Eutopia and decided to build a shiny ediface, rather than just a good, basic structure at a reasonable cost.
The thing is one of THE MOST EXPENSIVE hospitals per patient EVER BUILT in the World. Just plain crazy stuff. The cost of this monstrosity is locked in and sucking up the health budget for decades to come. The Liberals recognise that too many beds have been closed under Labor and have announced the construction of a new Womans and Childrens hospital. And the cost ? Around half what Labor spent on the new RAH.
Its strange to see that it was Labor that trashed basic utilities, health and education ( normally regarded as their strong suit ) and it is the new Liberal government that has just announced Major increases in spending on education and opening more hospital beds. And sure there have been increases in debt, fees and charges, but what Labor supporters always seem to forget is this stuff costs money and it always has to be paid for eventually.

Loaded question - .....
I think my response was pretty balanced though..........I don't blame Labor for the problems in the education system. Its not a political problem and I suspect even though the Libs have announced major spending increases, that alone wont solve the problems either. ( although it might stop things getting worse. ) Its an organizational, cultural problem.
And as for Labors new Royal Adelaide Hospital. I support the basic premise by Labor that it was time to invest in a new hospital. We hadn't had one for awhile and major infrastructure like hospitals need to be replaced over time. With an aging population and slow population growth, the basic idea was sound. Its just that Labor leased a Lamborghini when they should have purchased a Holden Commodore station wagon.
