Ebay state it is government regulation to give out DOB and driver's licence in order to sell/buy whereas Market Place does not require to give out this private information

Use Marketplace
eBay is not Marketplace
Or, better still, read the government regs for yourself since apparently you don't believe what eBay states
You don't have to use eBay if you don't think policies ought to apply to you
