Not eBay here, only volunteer members.

If it's a credit in eBay then you can only use it by listing and selling. It can't be withdrawn.

If it's in PayPal, you can use it immediately for online purchases or withdraw it to an account.

That can take 2-5 days depending which bank it goes to.
