Why would you want to send an invoice for something that is not bought nor paid for. ??
Make a separate listing just for them with all the items in it.

Hi Billy, has the buyer committed to buy the items, as far as I understand, once a buyer puts the items in their cart, they then have to commit to buy, before requesting a total invoice.
You might be right, gutterpunk. I tried to add a couple of the OP's items to my cart and the "request total" link was fine (not greyed out). When it does not work, it is usually greyed out, but the OP said other buyers also had problems?
From what I gather - the cart - seems to be the problem.
Could the buyer just purchase multiple - not using the cart - then there is an option to combine.
The last invoice I sent had an option way down the bottom for ' adjustments '.
