Ebay seller invoice

Hi i am a little confused 

I recieved an email from ebay stating i had am unpaid invoice for November 2023 but i have not used this specific account for over 4 yrs 

I thought it may of been a scam but its aparently legit.  Could someone possibly help me understand how its possible to be billed an invoice if i havent used my account in over 4 yrs. And i cannot seem to get a hold of ebay
