Having lodged a complaint against Pay Pal and Ebay in regards to illegally freezing funds and also referring the matter to the privacy commisioner. The Financial Services Ombudsman also wants to hear about accounts where funds have been placed under the 21 day hold. Their office is anticipating an across board deluge of complaints and they wish to be advised of individual cases as believe this is a breach of law.

We have exactly the same problem. The item was delivered 2 weeks ago with tracking number and the funds are still holding in Paypal due to some nonsense ridiculous New Fxxx Ebay policy. We called them to request the funds and asked them if they cannot access to any information on whether the item is delivered or not, then how they can make decision of when they release the funds. Their reply is xxxxxxx it is new Ebay policy!

Does one file just one complaint with the FOS or one per sold item/ payment held?

Ringing PayPal gets sellers nowhere with this issue, although contact to PayPal should be made prior to lodging a dispute with the Financial Ombudsman Service.

I was just reading about an INR case over on the eBay Australia Facebook page where a buyer submitted an ebay claim for INR and the funds were instantly put on hold in the seller's PayPal account.
Trouble is the buyer had paid by bank transfer. Nothing to do with PayPal.
The seller said it was their mistake as they had overlooked sending the item. So it was a real INR case.
But still.... how can PayPal put a hold on funds that were not received by them.

Update:
My funds finally got released after I rang paypal and notified them Australia Post changed status to delivered. This was done immediately. No success using paypal escalations email for me. I belive this is because I am not a regular seller. But at least I did not have to wait 3 days after it has been delivered to receive the money.
Lesson learned not to use ebay for selling or not use paypal as a payment option.

Well it looks like hiding/moving the Community link to the footer of Ebay's homepage has done the trick. Hardly any activity since Monday. Well done Ebay!
