Allow combined payments and postage in seller settings

Does this alone show up for buyers to request a combined postage invoice at checkout, once they filled their cart?

Or do I have to check the box to offer postage discounts on every listing also?

The default %age adjustment thingy there doesn't work for me.

I have found that if I have promos running, which I do, a buyer is unable to request a combined postage invoice. I can't set up postage rules due to the nature of what I sell. I have a direction in all my listings to contact me before purchase if wanting multiple items.

It works sometimes. If they read that far, I set up a listing for what they want. If they just buy anyway, I refund less eBay's non-refundable fees.

Ebay makes it difficult to offer combined postage for "buy it now" listings.

I'm discouraged.

In site preferences: On the Manage postage settings - opens in new window or tab page, select Edit beside Allow combined payments and postage.
Choose the time period during which you're willing to combine payment for purchased items and select Save.
