I had an item *under my seller id, that I was selling for a starting price of $195, I had 20 watchers and one person emailed me asking if I had a BIN price, I said make me an offer and I will consider so she offers $250, I email her saying yes I will add the BIN option to the listing so she can purchase it, I hear nothing from her then I check and she has won the auction but cheaper than what she offered. Im a bit peeved at the fact she didn't get back to me and I changed it. Would u be annoyed at this or am I just being petty? She had plenty of time to get back to me as I emailed her 2 days b4 the auction had ended, even an email saying I think I'll take my chance and bid would have been nice.

I think she got you to add the BIN to make people think that is all it is worth, that way making sure no one bids over that price but she can still get it for less
yes thinking this could be the reason the buyer asked for a BIN price to cap the value and interest in the item, buyer with fairly low FB may think knowing the BIN can some how fix the final price.
Perhaps the next time you get one of them and add the BIN price you could revise your start price to be only $1 below the BIN

Doesn't look like ebay allows that now. You cannot seem to change to a fixed price listing from auction, presumably because buyers would want a reduction in the fee, which is reasonable but would represent a massive loss to ebay earnings, if you consider the volume of listings on eBay and the alternative of not offering this option to sellers. Buy It Now may be offered, but to my knowledge the auction price must stay. Auction price can change, but it cannot be removed. If I'm missing something, what is it (specifically)?

If you agree to a bin price with one of the bidders you can cancel all the bids made and then include a BIN price on the item. The only thing you cannot be sure of is that the intended buyer will hit the BIN button or that someone will rebid on the auction before the intended buyer hits the BIN option. You can also cancel all the bids and then end the item and relist as a private BIN only allowing the intended buyers speficic username to buy the item. Some people relist using a heading private deal for member la de da

...filter out the ummmm.... those.... listings to the bottom ...... and see the australian private listings on top

It happened to me many times and I always do a BIN price on request BUT the difference is that I also told my buyers the auction has only this much time to finish and they could get it cheaper if they can wait. This is a nice thing to say to the buyers as a reminder. Even though I wanted to get more for what I sell but the information is transparent, everyone can see if there is any bids and how much longer to end. So I simply remind the buyers they may get a better deal, and that I am not trying to expect anyone to pay more than needed - unless they can't wait to get the item or they want to buy now to prevent competitions.
The buyer has no obligation to tell you what they will do next so just be very open, provide the required info, edit the listing if needed, then relax. Whatever will be will be, no need to feel bad about it.
