I'm trying to decide whether a basic store could work for me. I just need to know whether this assumption makes sense.
Assume all my listings are BIN.
Assuming re-lists count towards free listing total
600 items per month before listing fees kick in.
Pessimistic but still plausible case - none of them sell on first listing
Since every item will be up for re-listing after 30 days, does this effectively mean a maximum of 300 items per month or at any given time if you want to avoid listing fees?

You are right, the cross over scenario you mention will cause you to be charged fees for 400 listings that month and have 1000 listings up.
I would suggest waiting until majority of current listings finish then end the few that are left and upon opening the store start with 600 listings. Then it's easy to just top up every month with the number of listings that have sold.

I take it you are working on the 30 day listing carrying over in 31day months. Ebay are changing the GTC 30 day relist, to relist per calendar month from day of listing, so if you list on the 12th day of the month it will not relist until the 12th day of every month thereafter until sold or cancelled. So you will be able to utilize a full 600 listings

Thank's for the reply. What I was getting at - and this is where I'm wondering if I'm just making a basic error - is that if you have say, 400 items from May which will relist in June, that only leaves 200 new items for June. If you have 600 items relisting from the previous month, that doesn't leave any new listing-free spots. So your total available listings in any given month would be 600 minus any items due to automatically relist. Am I making a blunder here?
(of course this is no different than dealing with 40 per month, but with the weekend deals, it ages since I used up all my slots, so I'm out of the habit of thinking in these terms)

You have 600 listings, total, available. Whatever does not sell during the month will carry over GTC, so for any subsequent month
your available new listings will only be equal to the number of listings that have sold out in the previuous month.

I have the out of stock option turned on but as soon as the last one in a listing sells I check to see whether I have any more and then I either restock the listing or end it. I'd have to be unlucky to have someone buy and not be able to get to the listing before it rolled over. In seller hub I have my orders page set up to show the remaining qty so it's quite obvious if it's 0.
