An idiotic buyer bought one of my items today without reading the description. I clearly stated *PayPal Only*, but they insisted on paying with bank deposit. I'm furious
I denied this, and now I'm left with a whooping $19 in seller fees. I opened a case to close the transaction, but it seems the buyer is evading and ignoring it. I have a strong feeling that this buyer is a scammer due to their low feedback, and only being an account for a few days.
I'm wondering if there is a way to get these fees revoked. I refuse to pay $19 to ebay just because of a non-paying, possibly scamming bidder.

If you opened a Non Payment Case then just wait for 4 days & if the buyer hasn't paid or replied you can close it & then you'll recieve a Credit on your FVF.

If you opened a cancel transaction case, and the buyer does not respond in 7 days you can close it after this time and get your FVF back. If the buyer declines your cancellation you will have to contact eBay and request a credit - they may or many not oblige.
In a situation like this you are better off to wait for 4 days and open a non payment dispute as you can close that after 4 days if no paypal payment is received and no chance of a buyer declining.
New account, low feedback - just sounds like a newbie buyer to me who does not yet have a paypal account - not sure why you couldn't cut your buyer some slack I reckon and give them your bank details ?

Gosh, give them time. If they are a new eBayer they may not have set up a PayPal account yet.

If they pay by bank deposit you don't pay PayPal fees, and they don't have buyer protection.......................Why not let them pay that way if they're happy, it's a win win situation for you........................
"edit" you can always open an NPD after a week or so if the money doesn't turn up.

It's obvious that they aren't going to pay with PayPal.

The thing I'm furious about is that they were stupid enough to avoid reading the description of the item I listed. I clearly stated "PayPal Only". They also asked for my bank details so it's no excuse.

What you don't seem to realise is that a bank deposit is a perfect way for a seller to complete a transaction, there are no PayPal fees, there cannot be a chargeback and there is no recourse for the buyer to open a dispute against you.
Your best action now would be to explain to the buyer that they have no PayPal protection by bank deposit and let them know that they can pay by PayPal as a guest., without having to join.
That will solve your issue of not wanting to use bank deposit (by the way they can only pay into your account, they cannot do any other actions on that account)
Hopefully you haven't put the buyer offside at this stage.
