The buyer claimed the goods were discoloured, even though they wouldn't take them out of the bag, and lodged a dispute saying the goods didn't match the description. I appealed and lost, and ebay took the refund from my bank account plus a dispute processing fee.
Now the buyer won't return any of my messages and requests for confirmation that the goods are being returned to me. What do I do now?

Sounds like a scamer buyer. It's crazy how ebay just takes the word of a buyer for anything. It is so easy to make up a story as a buyer and scam sellers and ebay just believes anything a buyer says. Sellers get shafted all the time it seems.

Did you supply a return label ?
eBay usually waits until the item's shown as tracked back to you, then even waiting a few days for you to inspect, before refunding the buyer

Sounds like you didn't use the correct channels. I doubt the item will be returned. eBay will have told them to keep it.
For future reference, you can't win a Not as Described dispute. Either refund and let the buyer keep the item, or provide a tracked postage label if you want the item back (you will still have to refund).

As you did not resolve or win the dispute, the buyer is under no obligation to return the item or respond to you, as the dispute is now closed. When deciding to dispute an INAD case, you need to weigh up your chances of winning against the cost of losing.

It's a hard lesson to learn if this is the first time it's happened to you. Was it valuable ?
However, as much as eBay may have told the buyer to keep the item or that the buyer's under no obligation to return it,
I like to think that some buyers would be honest enough to respond to your messages and return the item if you paid the
return postage , even if the dispute is closed.

Interesting - still asking how the OP knew the buyer did not take the item out of the ' bag '.
If it were the satchel - how would the buyer even know ' discolouration ' . ??
If there is an email stating the item was never removed from the ' bag ' - the seller has a case.
Item number would help - pics of item.

Yes, I provided the return label, but the buyer has now replied saying he refuses to return the item, and claims that ebay has told him he doesn't have to. When I told him I found that unlikely, he replied with "Want to make a bet?"

Unfortunately I think the buyer is correct that they now do not have to return the item and the dispute/transaction is now closed (as others have mentioned).
Your options were-
1 Agree to the dispute This forces the buyer to return the item to get their payment back. You will get your fees back from eBay
2 Challenge the dispute If you lose you risk losing your item. You won't get your eBay fees back. You will soon have a defect in your seller ratings.
Most sellers have learned from experience that they never win a dispute & therefore just agree to the return no matter how unreasonable.
You might as well cancel the return label & retrieve your costs for that as the buyer sounds like they won't be returning the item.
