I can't find an answer to this subject on ebay.
After sending an item as "Free Postage"
and then the buyer asks for an "exchange", (wants a different color)
and the buyer then pays for the return postage to the seller,
who pays for the exchanged items' postage, back to the buyer? (the second postage).
Does anybody know what ebay's policy is, on reposting items, after exchanging?
Regards, John.

I've recently had a couple of sellers insist I return faulty items at my own expense. In one case, the postage would have been $40, so it just wasn't worth it.
Unfortunately PayPal does have the policy that the buyer must pay for return postage -- however, they do have the discretion to reimburse the buyer without the buyer having to return the item at all, but this takes a lot of persistence on the buyer's part.

This may be too late to help with your current problem, but maybe you need to adjust the wording in your listings in future.
If you offer 'free' postage and also say you will exchange goods, you need to clarify it further.
Perhaps you could add a note at the bottom of listings about your exchange policy. Maybe along the lines that if goods are found to be faulty, you will exchange free of charge but with exchanges for change of mind, the purchaser will need to pay full postage costs.

that sounds like a good idea and I have seen that in many listings. I have also seen in many listings where sellers flatly state they will not exchange just for change of mind. I mightn't like but , but at least it is clear.
