Can anyone make an offer?

Hi.  I have blocked buyers with 2 strikes.  If I have the option of making an offer, can these buyers make an offer?  Or are they blocked from doing so?

They are completely blocked from trading with you....they cannot bid on auctions or use the BIN function or even make an offer if you have that function on your listings.
