you can quote whatever postage you like 🙂

If they have purchased already, select send invoice.

Tick all the items to be combined and enter the discounted postage cost and send.

Do Not click recalculate.

If you mean a discount on item prices, you cannot. You can only change the postage cost.

So perhaps 0.00 in postage may cover the discount.

Otherwise you can give a part refund after the payment is made in PayPal.
