if it's less than 20mm including packaging and protection, then yep - you can send in an envelope.
No tracking on a letter though unless you register it, so if it gets lost in the mail, or the buyer claims they didn't receive it you have no Seller Protection with PayPal.
Plus in an envelope, could it be damaged?
prices are between $1.80 (up to 180mm x 260mm x 20mm) max 250g and $3 (max 500g) for a letter between 5mm and 20mm thick (other measurementa apply too, but a phone case wouldn't exceed these.

You have been answered.
And we are members here, so urgent might have different meanings to us.

If postage costs worry you, what happens when/if you sell the Nokia for .99 cents with free postage?

As Crikey said, most go as large letters so they avoid the parcel rate. The other possibility is that they are dropshipping from China where postage is literally only a few cents.
I know this advice wasn't asked for but you can choose to take it or leave it - I'd be very wary of listing items with a 99c starting price, particularly as you are a new member (under this ID anyway, I don't know if you have others) and with a negative being your only seller FB you are probably going to see your items sell for much less than you had hoped, at least until you build up some solid feedback.

$6.95 is for some 500g satchels (so a parcel), not envelopes
