I disagree. Ebay only needs your existing bank account details to manage the new payments system. You aren't opening a new bank account. There is no reason for Ebay to collect identifying details. Systems get hacked all the time, so the more information people are insisting on storing about you, the more vulnerable you are. I, for one, am careful about sharing that data and I expect a good explanation of why a person wants to store it.

The ebay payments processor Adyen is registered in the Australian Financial System and has to comply with Australian Legislation which calls for being able to identify customers in the same way you have to identify yourself to open a bank account.....and in the same way that you have to produce ID to have a paypal account.

After receiving an 'invitation' to take a 'survey' on these 'proposed' changes, which I read & considered carefully, I found this info AFTER speaking to personell in eBay's 'specialized team' in the 'managed payment system' set-up for these changes which has little or NO choice where SELLERS will receive their p'ments from Buyers. I found out:
This from eBay in response to my questions y'day afternoon:
* EVERYONE will receive an email from eBay within the next few months & asked to register for this! SOME CATAGORIES WILL NOT BE ABLE SELL IN THE FUTURE .. this has been covered by another member before my post.
eBay WON'T answer my q. about NOT registering ..
They responded this way 1.'We have been adding sellers in to Managed Payments in groups, so we will email you once you are being asked to register for Managed Payments.'
2. 'When you are in Managed Payments you will have your funds sent to a banking account .. And with Managed Payments, you get the payout 2 business days after the buyer pays.'
* BUYERS are getting the ALL THE CHOICES for paying Sellers .. we have NO say.
* There will be NO p'ment option to have funds go to PayPal OR a Credit Card .. sales proceeds will go ONLY to a Bank A/c. You MUST have a bank a/c to receive your sales p'ments.
* There will be options of WHEN you receive your funds .. immediately, with 24hours or 3-5 days. There are fees applicable to all options EXCEPT waiting for 3-5 days.
* Postage funds will be available immediately, as Sellers are expected to post asap .. but, under the new Managed P'ment System (MPS) your funds won't show immediately unless you pay the fee % to make sure you have received your p'ment!
* CURRENT fee % on sales are: 10.9% of your TOTAL sale amount, including the postage. NEW fees, if you want your p'ment immediately, will be 13.4% of your total sales amount! That's an INCREASE of 2.5%!
* ONLY waiting with the option of 3-5 days for your p'ments to your bank a/c will have NO fees!
SO .. Sellers will be expected to post items BEFORE p'ments are shown with funds you will have to make sure you have available to do so.
NOTE: IF you are a seller (like me) in a REGIONAL or RURAL area who has NO MAIL SERVICE for p/u of parcels & has to physically take items to a post office & physically pay for postage, you better have the funds to do so, either in cash or a Debit Card, or use a Credit Card!
REMEMBER: printing a Postage Label for cheaper postage via eBay actually COSTS you a fee!
What am going to do to remain an Individual Seller? (I don't have a 'shop')
1. Increase my handling times by at least another 3-5 days to cover the waiting period for funds to show, as I have a bank a/c.
2. IF the p'ment .. for ANY reason .. does not show, I WON'T post the item!
3. IF eBay removes the options for 'Handling Times' when this change for 'Managed Payments' is introduced, I CLOSE my 5 eBay Seller pages (seeds on one, plants on another, canna plants on one, household goods on another & the last has odds n ends that do not fit 'house hold' goods) & say 'good bye'!

For all the years that I have sold on EB as a 'hobby' & don't have a 'shop' (I'm a gardener & most of my sales are plants & seeds), I keep a HARD COPY of all sales in a seperate book each year & ALL POSTAL RECEIPTS & print out my EB & PP fees .. as these are EXPENSES & can reduce the actual 'earnings' you get, so therefore the tax payable. It's better than relying on any site keeping your 'records' for years.
You are allowed to earn a certain amount before tax which is tax exempt. This applies to hobbies, individuals & pensioners.
Most pensioners not being 'self funded' by 'managed funds' needing tax returns, are actually tax exempt. Keep your 'earnings' within the allowed criteria & you have no problem. Keep hard copies as best reference to expenses verses 'income'.
Yes, the whole financial system is to get you 'into the **bleep**' by using credit cards with no quick way to monitor your debts/income. eBay is just another method to monitor incomes v. spending .. but if you are not required to do a tax return, they MUST be intending to monitor bank a/cs .. how else will EB see that you have enough available funds for even the postage they are going to let you use under this new Managed Payments system?

Totally agree with you .. and why are ID's still required via a Driver's License when it's supposed to be illegal to use your DL for ID according to the Police, except to the Police?

Couldn't agree more! After an hour wrangling with ebay and Paypal on the phone about "Managed patyments" I came away feeling totally helpless and unable to see the monetary rewards of my selling - still waiting for payments to go into my bank!. However this morning received paypal payments the "old" way - what the hell is going on???
Also found i could auction listings free - no email from ebay whatsoever!!

0.4% decrease when you take 10.9% ebay plus 2.9% PayPal fee so it's not a 2.5% increase
