I sold an item value $3000AUD and they took $430AUD off from me... wow ridiculous. Selling an item costs me over $400. "Listing is free" and then after item sold out, here you go ridiculous hidden fees that you didn't expect. Which plaform in the world would take that much? Greedy.
At least final value fee should be shown on the page when listing item.
No more ebay for me.

At this stage there's nothing to report the buyer for. Concentrate on getting the item back and refunding the buyer when you do get it back.
You'll probably end up with a negative feedback though, which won't look good for you.

yes that's right I need to get the item back. I didn't know that it was serious criminal offence.. Lack of experience, but learnt another lessons..
I just wanted to sell the items and that's all.
and also I need to get my final value fees back so I need to report..

There's nothing to report. The buyer has done nothing wrong in Ebay's eyes - all they have asked you to do is undervalue the item. This is not an Ebay issue. Ebay will only become involved IF the buyer opens a dispute.
What you could do is contact Aus Post in a private message on their Facebook page. Tell them you sold an item and that you have a bad feeling about the transaction and the buyer and that you think you might be getting scammed. Keep the information simple. Do not tell them the value, but give them the tracking number. Ask them if it is possible to have the item redirected back to you if it hasn't already left the country. it may or may not be possible, but doesn't hurt to ask.

Also, did you insure it? You should have insured it for the sale value in case of damage. If things go belly up, Aus Post will only pay you up to $100 without insurance.

No I didn't insured it. I only paid $80 for the international postage.
Just one question, would it be still matter if the item is second-hand and sending it personally as gift?

Insurance is for the value of the item, not the postage.
Generally, if uninsured you are eligible all-up for $100. Which includes postage.
You really need to apprise yourself about online selling. Not just eBay - everywhere.

@dave - the base insurance excludes postage. I've had to claim in the past and they've always paid out the amount and then refunded the postage as extra.
"Should your item be lost or damaged, and you haven’t purchased Extra Cover, you may be entitled to compensation of up to $100 and a refund of postage (proof of value may be required)."

I don't know if you'll get the FVF's back since you are the one cancelling the sale, just put that down to part of the learning curve. Have a look at the link below for that.
But get the item back first if you can, then deal with the FVF situation.
