Checked Turbo Lister and went to list a couple of items and recived an error message and unable to upload the files

I found the same as you - no info on the pages I was directed to & I'm not going to pay a 3rd party - not with what they charge per month!!
eBay have now added some further info to the Turbo Lister page.

The Seller Hub is the only option suggested - perhaps they could change the title to Alternative or more correctly:

Same. So angry, frustrated and upset right now. I actually followed up that email weeks ago saying that it would not be downloadable from the 15th Feb. As it did not clarify if it was going to be usable for existing customers after that date I sought a clear offical answer so I had time to change listings over if need be or put them directly to ebay. After many attempts this was their offical response on the 10th Feb....

Thanks for the quick response. We have confirmed with our developers is that what is happening this month with Turbo Lister is that it is no longer going to be functional for eBay users in the European regions. Anyone in the United Kingdom will no longer be able to use Turbo Lister.
Those sellers who are in the United States, Canada and Australia will still be able to use Turbo Lister. There is no talk about Turbo Lister going away for any of those 3 countries. We will always have the download link available if you ever need it. I have also added it below:
Turbo Lister will continue to work for the United States, Canada and Australia. If you have any questions or issues with it then contact us and let us know by responding to this email or emailing turbodata@ebay.com, but the program is not going to be going away. So I continued to use and work in Turbo for the last two weeks putting in hours and hours of work only to find today that I cannot upload it all. Grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr. And swear words.
I just don't think they understand the impact and chaos they have just created for sellers!
I have actually responded to their email asking for compensation for my time due to the misinformation given as I now do not have the time to get all those listings over two accounts up due to start at Uni and kids medical appts, therefore will suffer a loss of income.

I stopped using Turbolister in June 2017, when eBay advised it would no longer be supported.
Maybe I jumped the gun, but I didn't get caught by surprise.

Turbo Lister 2 in Australia is still downloading data but you cannot upload or edit existing listings. I would have been nice to be prewarned as I only found out when trying to list 169 items.

Dave, I think you rather miss the point here.
Yes, ebay did indeed give everyone quite a bit of advanced notice that TL was nearing its end of life.
Unfortunately (and I think this is what really irks people), at the same time they said they would be providing a similarly featured alternative via their much hyped seller hub.
That was not forthcoming and TL has now been bagged with no warning while sellers awaited its replacement.
So people were still waiting for the great new promised thing and entitled to think that eBay would honour its commitment BEFORE they retired TL permanently.
The alternatives eBay offer are nowhere near being a viable replacement for TL.

I find Inventory to be a reasonable alternative. It 'only' holds about 400 listings, but that's good for me.
But given the original premise, the time to explore alternatives was back then, not now after TL stopped working. Which seems to be the prevalent complaint.

This (Seller Hub) would be an acceptable alternative to many if it had offline storage, and the ability build and modify offline, which are the main advantages of Turbo Lister, if not its main ones. Also TL was free, other real equivalent alternatives such as Six-bit etc are not. And while "Inventory" is an alternative for low numbers of listing, it has no direct offsite storage or ability build and test off line. eBays alternative File Exchange while free has a steep learning curve, and no offsite database for easy retrieval of item files.
There are not a lot of alternatives, a week or 2 weeks notice that it would end on 21 February would have given sellers time to organise a TL alternative (even without a Seller Hub equal) but No, in typical eBay fashion you wake up and try TL and its no longer working. It shows how little regard eBay has for its sellers, at least the Australian ones.
