s this company run by Indians?
I have certified my account months ago.
they require me to do it again.
it is the same account, from what I can see.
seems to me they do anything to hold onto your capital?
has this happened to any of you also?

It hasn't happened to me as I don't sell on ebay any longer, but I have read about it happening to other people, in that they thought they were all signed up for managed payments but then hit glitches, for a variety of reasons.
Is it run by Indians? It's an American company, as far as I am aware, so the big bosses are probably over there, but the hired help is probably from all over. Often they are just following a script.
And a lot of things are automated.
Good luck. I guess my only advice would be to make doubly sure everything is right with your account and with managed payments etc, jump through whatever hoops you need to, delay selling too much more till you have things sorted. Everything I have read suggests it can be next to impossible to get hold of your money till it is.

Racist comments won't help
You say you 'certified' did you do it correctly?
(as in your ID and bank account name exactly matching that on your eBay account
And uploading ID in an acceptable format/size and an account capable of deposits and withdrawals? )
Yes, it happens when people do not do things correctly
It happens when people suddenly start selling $$$ items all at once
It happens because of AI bots

"Holding Up payment"
As you haven't sold for a long time, eBay will treat you as a new seller.
So even if you are verified and signed up for managed payments, the payments for your recent sales will still be on hold for 14-30 days
If you go to the Payments tab in your seller hub, you'll be able to see all the payment details.

To add, as your items are mainly pick up only, there's no proof of tracking so in your case, the payments may be held for the full 30 days.
And be sure to get the pick up QR codes as, at some stage, you may have a dishonest buyer who files an item not received dispute
I recommend you add to your listings "Cash on pick up preferred"
