I believe these kind of things are what you need to do:
- Include the keywords in your item title which you think people would type in to search for them.
- Specify Free Postage (eg. postage price included in item price).
- Have a very low handling time.
- Put in the product identifer codes where possible.
- The best category for it might help a little.
- Have uncluttered descriptions with no dynamic effects / add-ons (equals faster loading timed for users, especially mobile users, and eBay prefers this now, probably because Google prefers it for SEO).
- Adjust your prices over long listing periods (eg. at 5 days add 50 cents or a dollar). Seems to help with the mysterious "throttling" thing and sometimes makes people act to buy.
- Allowing "Click and Collect" probably boosts you a little.

Move to China (and perhaps pretend your items are located in Australia) The Chinese junk listings always appear firrst!
