How come I put an unpaid item case against a member and they still have 100% positive feedback score? Shouldn't my bad experience be noted on their feedback forum for others to know.

In ebay's infinite wisdom, all buyers must have 100%.
Sellers are not allowed to give neg feedback.
But rest assured, they will have a strike and could encounter
some difficulty buying in the future. But only if sellers have
their blocks in place. That includes you.

Sellers can not leave negative feedback for buyers....haven't been able to for several years now.

if you have closed the case and it was unpaid, then the buyer has a stike on their account
but you can't see it.
sort of like an imaginary friend.
make sure you have your blocks in place to stop people with more than one strike buying from you (if you want to)

because ebay issued a STRIKE, which is to deter them from bidding on sellers accounts who have those blocks in place to stop buyers with strikes bidding. it is NOT a neg.fback, buyers cannot get a neg. fback and as you left them a positive you have only added to their ''perfect score''
of course leaving the kind of fback you left is in itself an eBay policy violation and the non performing buyer is now in a position to have YOU reported for breaking the rules.

Even if you had the odd neg it would not stop me buying from you however the fact that you are willing to breach ebay policy by leaving a false positive would. It would have me thinking what other policies would you contravene.
You will probably find that now you have exposed your inability to stick to the rules that some of the board lurkers will have emailed that buyer and told them that they can report you.
If they do that the comment will be removed and you will have a policy violation recorded against your account.
