why are some many people not paying after bidding 20 in the last 3 months mostly Australian

Why are so many peo[ple not paying after bidding. approx. 20 in the last 3 months. mostly Australian some overseas. The don't evern bother to reply to my emails and un paid item claims. Penalties are not hard enough.
