I want to add a buy it now amount for less than 30%, is there a way to this?

If I try to add an amount less than 30% it is not accepting the amount. Previously I made the amount higher than refunded the difference through PayPal but I'm assuming that means I am paying more fees than necessary.

Yes, but that is the only way you can add a BIN.

is there a way to do this?

NO it is against ebay rules to make the BiN less than 30%

however, you can make a BiN only listing for whatever price you want to.  just not an Auction with BiN.
