Is eBay footing the bill?

I know there's other threads out there but I'm going blind searching for them.

It's about these $10 vouchers if you buy with your mobile   Not 10% but $10. Rumour has it that it's a

promotional thingy on eBay's part. Thing is they've turned up on $2 items and not on anything over $10

So how does that work?  $10 off a $2 item.  I've read the blurb and it says nothing

about minimum purchase.  Is eBay fronting for this $10 or not.
