Hi
The last three international items that have failed to arrive have all been items posted to Canada. To make matters worse, once the buyers have lodged item not received claims which I close with refunds, I get defects for "item out of stock" (only Canada). Ebay have removed these defects, but is anyone else exeriencing similar issues?

Unfortunately, registered isn't officially a tracked service, though you can get results on the destination country's website - I would actually lodge a missing parcel investigation with Australia Post for an undelivered reg parcel after a month, because that service requires signature on delivery so it must be traceable up to the point of delivery in one form or another.
If they can't provide manual delivery confirmation, you may be able to squeeze 'em for compo.

I have already lodged an enquiry with Auspost however they maintain that this can take up to 60 days. Meanwhile the buyer has escalated the not received dispute through Ebay, The buyer has recieved a copy of the postal receipt, a copy of the enquiry reference number received from Auspost and a copy of an official email from Auspost stating that there are delays in Canada deliveries. Nevertheless they chose to escalate. Registered post usually appeared when sent to America via USPS. I found that Royal Mail and Canada Post where hit and miss in the past but now they dont seem to bother at all. Normally I send insured Airmail as its the safest (especially for me) but Canada does not allow insured mail probably because they are so **bleep**.
I suspect that within 2 days the decision will be made that the buyer is in the right. I will wait a couple of weeks to appeal (I get 30 days) to see if the package appears on Canada Post tracking. Failing that my only come back will trying to get Auspost to cough up a good percentage of the purchase price and shipping amount or the Postal Ombudsman.
What I would like to know is if there is an Australian Government Agency that deals with Ebay and its ill informed decisions on refunds. Can anyone supply this information. I doubt the Financial Ombudsman is usable as it is with Paypal.

Buyer was refunded this morning. So I provided a copy of the registered postal receipt. A copy of the receipt from Auspost that I had lodged an enquiry and a copy of their response that they were making that enquiry by contacting Canada post and that they were aware of the delays in Canada with the delivery of mail. None of which did any good whatsoever. Not only have they had my money on hold in Paypal but they hit me with a reimbursement charge in my Ebay account as well.
Next step?

Sorry to hear that, but I'm not sure there's anything more you can do until you have some more information about the package itself, either if it shows up in Canada and you can appeal eBay's decision, or if Aus Post can't find it and you can claim some compensation.
Obviously your buyer will be uncooperative, but otherwise I would have suggested asking them whether they could submit an enquiry with Canada Post with the registered number and see if that gets any faster results.
To be honest, buyers who have behaved like yours has actually make me a little suspicious. Most people who have been waiting a few weeks for an international package don't suddenly think "scammer" and ignore valid proof of postage.

Yes, I have 30 days to appeal which actually assists me. I will wait and see what happens regarding showing up in tracking. I intend however to try and have Auspost rescind the delivery. Fat chance probably but I will give it a go. Then Appeal to Ebay and or Postal Ombudsman and hope for an ex gratia payment which is common is they just want you to go away.
What I find irksome however is the lack of transperancy with the decison. Ebay policies states the following and considering that I provided proof from Auspost regarding Canadian mail delays should have been adhered to and this will form part of any appeal

The tracking information provided (************) is invalid and cannot be traced online. If a buyer has not received their item and we do not have proof of delivery, then a full refund is due to the buyer. Please understand that if the buyer says the item was never delivered, tracking information is the only way we can prove otherwise.
We cannot grant an appeal on this decision because now that the refund has been issued, we're not able to take the funds back from the buyer. When eBay makes a decision on a case, we can only use the information available at that time; the original decision was correct based on that information, so the case is not eligible for an appeal.
So there is not right of appeal. Since when or has she simply for once told the truth. Dont both appealing as we have already paid the buyer.
and yet Ebay policies state

Buyers and sellers have an opportunity to appeal our decision within 30 days from the day a case is closed by providing appropriate documentation in My eBay.
and
We reserve the right to correct any processing errors we discover by debiting or crediting the payment method used for the incorrect refund or reimbursement.

they ought to add its an ebay policy not to follow our policies when it suits us, don't worry be happy.
