Is it against ebay rules to create a mailing list external to ebay with email addresses of previous buyers and email them every month?I understand there are anti-spam laws in place that would need to be followed.

That is telling a buyer what you intend to do it is not asking for or gaining their permission to do so.
It is not just an eBay policy it is an Australian law - Spam Act 2003. Civil penalties apply.
I have filled out forms etc and amongst other information there might be a check box that says 'may we email you offers/newsletters' etc.
With a YES/NO option. Only those that tick YES would receive emails.
Keeping addresses gained through email sales and using them on a different website is all kinds of wrong.

I don't think there is any circumvension, they always have the box ticked....
I am planning on buying a heap (for lack of a better word) of packaging on sunday. Not the max though.

If I received an unsolicited marketing email direct to my email account it would, like all others that don't automatically go to my junk folder, be reported to my isp as spam and would be forwarded to the sender's isp with a complaint.

I have been getting anti recently about paper letters from the bank with credit card offers. I don't want them, what a waste of paper and postage.
Banks encourage customers to receive their bank statements electronically to save them money and save the earth, so why they still send out paper letters beats me.

The ones I get of those usually have a reply paid envelope enclosed. I put junk mail in them and send them back. That way they get to pay for my junk mail. If they want to spam me, I spam them back. I eventually stopped getting offers from Diner's Club (never had Diner's Club in my life, but they still spammed me) after I kept sending them my junk mail.
I don't get why the OP wants to spam people. Don't people get enough spam as it is without wanting to send them more? Thankfully my ISP has a great spam filter on their end so mine is kept to a minimum. I would be megally pished if a seller started spamming me after I'd bought something. I would be straight onto my ISP to block them.

If I got unsolicited emails procured through ebay I would be straight on the phone to ebay to report them.
Those emails would totally guarantee I NEVER bought from that seller again.
