TL;DR
I seem to be having troublve finding a definitive answer on this: if I report a non-paying buyer, they still don't pay, and after four days I close the dispute to have my FVF refunded - are they still able to leave negative feedback if they feel like being malicious?

I have a "buyer" who bought two identical BIY items Wednesday morning (they made two separate purchases of a single item each, rather than one transaction for two items), and never paid.
I sent an invoice Wednesday evening, never heard anything, so Thurday evening sent a polite message asking if they were waiting on anything else from me in order to complete checkout. A little while later they simply replied that it was "a mistake".
A little bit of feedback snooping showed that they've likely bought a similar item from another seller shortly after committing to purchasing from me, and further digging shows that they actually tried to buy the item from me using a different eBay username that would have been blocked due to it only having a couple of feedback (the account is only a month old).
So evidently they've found a different deal elsewhere, and the line about it being a mistake is just an excuse.
I'd like to report them for non-payment, but befre I do would like to understand eBay's position on them leaving me a negative if they take offence at being reported.

I don't think they can leave feedback because a transaction hasn't taken place.
That is, they haven't paid.
But just in case they can, ebay will remove it anyway, for that very reason.
Someone else may have more info though

Simple answer is NO they can't leave feedback.
No point reporting them,just open an unpaid item case.
You should always block the buyers who don't pay once the process has been closed.

Thanks eezipeezi888 - I should have written "open an UID" instead of "report", as that's the process I was meaning.
Yes, they'll definitely make it onto my blocked buyers list.
Out of curiosity, seeing as they made two spearate purchases from me, does that mean they would receive two unpaid item strikes?

If they didn't pay for both of them then yes they will receive 2 strikes

Ok, this morning I opened UI cases for the two items, and have just received the following from the seller:

If the bleep word started with a C, report them to eBay. The report a buyer link is under the help and contact link at the top of any eBay page. Otherwise, just do as the others have said and ignore them. Don't read any more messages because the abuse will probably just escalate and you might be tempted to reply. If they decide to leave you bad feedback, it should automatically be removed when you close the disputes. If they're not, give eBay a call and they should remove them as per their policy. If they don't, come back here and we'll help you get that done. Do not reply to them as it's harder to get them removed.
Given that buying involved a 2 step process, regardless of whether it's auction or buy it now, it always makes me laugh when people say it was an accident. Was it them or the neighbour's goldfish that accidentally bought the items?
