I am only a small minion in the eBay World. But I am sure others must be experiencing this same frustration of Non-Payers. Of the last ten items that I sold, three have been non-payers. Now I know that there will always be circumstances beyond control when this will happen, but lately it is happening more and more. What is even more frustating is the time that it takes to be able to lodge the non-payment, then close the case. eBay is always looking out for the buyer, but what about the seller.

I've also gone down the 'Require Immediate Payment via PayPal path'.
No non-paying bidders (nor slow payers, excuse makers, mind changers, 'my cat bought this by accident', etc, etc.)

I am finding the same thing, three non payers in a couple of weeks, all with feedback of less that 30, one guy asks me to close the case as he will pay next week, so I do, now two weeks later he has not paid but I cant reopenthe case

Buyers lie. I don't know that they always do it deliberately, I think sometimes they genuinely plan to do something-sort of.
In trhe past we regularly had bueyrs who swore they would pay next day or had paid... only to find a few days later when we said there were no funds showing, to have them say well, they meant to, they would tomorrow.
Sometimes tomorrow never came, but eventually most of them did pay up, have to admit. Just took forever.
Would i wait a month these days? No. I'd open a case & let it run its course. If the buyer wants an item, 8 days is enough time to allow.
I'd say your buyer is slinking quietly away.

I think perhaps that you will receive more replies and help if you start a new thread (click onto "New message" button in the selling forum - direct link is https://community.ebay.com.au/t5/forums/postpage/board-id/2500000010), given that the thread was started โ09-02-2017 11:33 AM, and the last reply (before your post today) was โ11-02-2017 10:23 AM, more than a year and a half ago.
This is particularly relevant because things have changed on eBay with regard to non-payers and being able to set buyer requirements, so some of the information in this thread is no longer applicable or correct.
In relation to what you've posted, you may perhaps - just possibly - be able to get eBay to re-open the Unpaid Item dispute, or at least to refund you your final value fees, by contacting eBay. eBay's "Have us call you" option is by far the best way to get in touch with eBay. (Emails are useless, for a number of reasons, but primarily because the responses, when they are finally sent, are bot-generated.)
eBay say: We'll call you at the phone number registered to your account, or you can enter a different number.
