PayPal holding non eBay funds

Ok we are now all well aware of the new eBay policies holding money in PayPal accounts.

And yes it is enough to make a grown man cry.

As I have said previously I now also have non eBay money being held by PayPal.

Amongst all my searching I checked in on some of the international fourms in the UK & USA and this appears to be happening world wide (no surprise there).

Of note with non eBay monies the monies are not automatically released after 21 days if you are a new seller or one with an intermittent history of regular use.

After 21 days many are saying they have had to request their money from PayPal often taking upto 30 days to release (note if you do not ask it does not get released)

And if you are not a regular user (such as me) you may have to go through this process every time if there are long periods between use (such as me). I've been with PayPal about 10 years?

I am only going off anecdotal reports from other forums but they all seem to be supporting similar issues.

I got non eBay payments in PayPal in recent days in USD and hold, next day paid in Euros (Finland) and no hold, next day USD and hold, next day in USD (from Hong Kong) and no hold etc etc. There is no apparent continuity.

I am now asking my non eBay buyers to use my direct deposit BSB, Luckily I am selling on a specialist enthusiast forum in the USA where we are a tight world wide community. 

Luckily this is only a hobby for me and not putting food on the table but it has destroyed my discretionary spending for this Christmas.

Anyother non eBay holds happening with Australian sellers or money transfers?

I am awaiting yet another response from PayPal but not holding my breath.

Believe me they are, perhaps it is just me at this time as an infrequent user of PayPal but like I said go and check the PayPal feedback on some international forums and it has been happening to them. Perhaps it is related to the international funds I am recieveing?

Either way the info they sent me clearly states they are happy to hold non eBay funds.

Give it time I am sure I will have some other recalcitrant sellers in my ranks.

Actually, I just had a look through the new Paypal policy and there is a clause in the policy to explain what is happening:

Then scroll down to Clause 15.  It talks about witholding funds from 3rd parties, not just ebay.

 

I'm not saying it's right, just that the clause is there, make of it what you will.

What I saw from your link was a page completely about the paypal-ebay relationship and the discussion continued as such for the next few posts.

 

Since you had gone to the effort to find the relevant clause it would have been good if you had given a bit more direction in your original post and pointed out Clause 15.

"exactly. If it was holding funds for other sites it would say so in their terms? (from that link) Funds from my site are not being held and I haven't heard of anyone elses being held either."

OK then team, I guess we have now all established that PayPal are indeed holding funds and by their own policies can virtually determine they can do this whenever they like, as indeed is happening to me.

Not sure what we/I can do from here.  I have 2 outstanding emails directed at PayPal awaiting answers, will keep you all in the loop.

I sell a few things online (non ebay related) and have heard this before so my policy is stricktly "bank deposits only"..Might take 24 hours to show up in my acount but im safe to say its now my money and i can now post items..Never had a problem since i switched AWAY from paypalSmiley Wink.
