Were you fully signed up and verified for the new Managed Payments? You would have had to provide a passport or drivers licence. It started rolling out from July 2020 and all sellers would have had to change over. There is no longer Paypal for sellers, but all nett funds are sent to your bank account.
Until you were fully verified, you wouldn't have been able to receive payments.
You should have cancelled the transaction though, even though the funds were on hold, but it doesn't seem like you did that?

Goods couldnt be sent as one of the panels was damaged when unboxed so funds would not be released even if the pair of fenders were sent(which we wouldnt do).Customer cancelled the order and if it was done via Paypal and we had the funds into our Paypal account, then the funds would have be returned immediately.

Customers cannot cancel orders, only sellers can do that. You've been on Ebay long enough to know that.

That's not completely true. A buyer can most definitely cancel an eBay order - if they meet the requirements

Which are very limited

@lezned - my bad - they have 1 hour after ordering to cancel it themselves, but only if it's not been sent.

I totally get it that you are incensed with ebay. It's pretty tough to be an ethical seller, plodding away over many years, to suddenly find you have been classified as a risk and banned from selling.
I can understand the frustration too in not knowing why you are considered a risk.
You're not the first person I have seen come on the boards though to complain that this has happened to them. The problem as I see it is that I haven't heard of a single one who was able to get ebay to overturn the decision. I'm not saying it can't be done, just that I haven't read of it, so I suspect you are up against it.
I don't think an ebay defined risk is anything like a criminal risk. I guess at times they could be one and the same eg if ebay found a fraudulent seller. But there are several reasons from what I understand, that a seller can be considered below par without ever touching on being criminal.
The reason I am answering this post is because I saw you write that you were prepared to spend your last retirement dollar if you had to, to get this rectified. Totally not worth it. Very stressful for you and just not worth the money loss. Please rethink it.
Ebay isn't what it was 20 years ago anyway and there are now other selling platforms out there.
If you seriously want to keep listing on ebay, find someone close-maybe an adult child or close friend-who does not have an ebay account. A lot of people don't, nowadays. If they are willing, get them to open one and you use that account and address to list. (on their computer, not your own as ebay could track)

It's clear you do not understand how Ebay payments work.
If you have an order for $1800 the money would be shown is 'PROCESSING' in Ebay. Had you done as instructed and processed a refund, the customer would have been refunded using those held funds. There was no expectation that you would be out of pocket.
Save yourself the stress and stop the bluster about legal action. Your failure to comprehend how Ebay functions is not grounds for a legal case.

Here are the facts
Customer requested a cancellation of the order, which with consultation via Ebay was done. This then meant funds which were in a Ebay holding account(remember this system had only just be put in place)
The next thing I need to do with regards to the buyer was to try and get the funds released back to him from Ebays holding account.No-one at Ebay knew how they could get the refund returned from there hold account back to the buyer.Everytime it was meant to be sorted they would message me asking for the funds to be supplied.Everytime we replied explaining that we didnt have the funds and Ebay wherever in there system was holding the amount of refund.this carried on over 30 times with no-one knowing in ebay how to get the held funds returned. After 4 weeks my account showed up that we owed Ebay the full amount of $1800 which would be taken from our credit card or bank.after 6 weeks plus of backwards and forwards Ebay finally found out how to transfer the funds back to the buyer from there holding accounts. Then on our following month accounts Ebay was asking for the seller fees for the item which after numerous messages and call backs they finally relinquished. There system at the time of the changeover from them using Paypal was in a complete shambles. The buyer when we initially told them that Ebay had frozen my sellers account contacted Ebay and told them in his words that what they were doing was totally wrong and that I had been the person trying to get his refund back all of the time this dragged out for and that he was extremely annoyed at Ebay for them stopping me from selling and that Ebay couldnt sort the roblem at it was only with my persistence that he got his refund at all. There system was flawed at that time and now after they initially re-instated the sellers account they later overturned it.
