Like some overseas sellers (won't mention China), eBay is a law onto itself.
If we tried the ad like this, we would be slapped down pretty quickly.

I haven’t sold for some time, and I don’t buy as much on eBay as I used to.

I think the offer is tailored to suit the recipient.  I have a $100 threshold and a 10% saving when buying as eBay are wanting to entice me back into selling and rewarding me so that I spend up big compared to what I have spent in this last year.
