I have recently receive an order for some bulk items, customer choose express post and only pay for $4 for express post, i was shocked and call customer immediately to clarify the situation, postage is FREE for regular post not express post and customer claimed as they are ebay plus user then they can choose to pay only $4 for express post, but my rate table is $13.95 for first batch and $3.95 for each additonal batch.
I contacted ebay and the customer service seems not understand the situation and may be just do not care, even i tried half hour to explain, they just want to quit the chat and ask to leave every min "I have not received response from you since last 2 minutes or above"
My point is that why ebay can offer cheap express shipping to please their plus user and ignore seller's rate table without and cost to do so?????? Can i escalate the case or complain to an ebay upper level managment team, the customer support seems not well trained and neglect their customer.

When an eBay Plus member buys an item from your eBay Plus listing, they'll get a free upgrade to express delivery if they're in a metro area (some category exclusions apply).
To help sellers with the additional costs of express postage, eBay contributes up to $2.50 for items up to $15, and up to $4 for items over $15. For example, on an item over $15, if you're charging $2 for the express upgrade, we'll cover $2. If you're charging $7, we'll cover $4.
If an eBay Plus order includes multiple items, the express postage contribution is applied once per SKU, rather than per item, with a maximum of 2 contribution amounts per order. For example:
The express postage contribution is applied automatically when the buyer pays for their order, and for many sellers this will cover the cost of the express upgrade.

Fellow members here almost always do
eBay CS just read from pre-written scripts that most closely match the question being asked
Or else questions go into their 'too hard' basket so they tell you someone will get back to you (or just simply end the chat)

Sorry, I have no idea. Have you read the entire link I gave you?
If you feel hard done by concerning ebay plus, you could extend your handling time to make your listings ineligible for ebay plus.
Just a thought.
