When ebay evaluates a seller does this evaluation have any bearing or relation to the funds eligability program. (Pending/holding funds)

According to eBay help pages there are several reasons including seller performance that can impact on whether or not funds are held.
If you're an established seller, your payment may be held because:
- Your Seller Dashboard rating has been Below Standard for 90 days
- You've started selling in a new category
- Your account shows unusual activity, such as a sudden increase of eBay Money Back Guarantee cases
- Your buyer opened a request for an item they didn't receive or an item that didn't match the listing description
- You need to add tracking details to an item in order for an eBay Money Back Guarantee case to be resolved
This information can be found at the link below.
There is also information relevant to new sellers that includes the number of transactions and sales $$ needed in order to be considered an "established seller"

As far as I'm aware, it is transactions and $ over a rolling 12 month period.
The only thing they claim to track is the defects they have nominated.
