As a seller I am aware that I may not leave a(red)negative feedback to a buyer for an unpaid item case. What statement can I write on a(green)positive feedback that makes the community aware of a non-paying member that is allowed by ebay?

ebay do not allow anything but positive comments with a green dot I'm afraid

No need to, doing an unpaid case issues them with a strike and 2 or more sees them not be able to bid or buy from sellers with blocks in place.
Hopefully all sellers now know to put unpaid blocks on their accounts.
Any false pos will be removed by eBay if the buyer asks.
And you don't want to add to their positive count.
Besides once the unpaid case is closed, neither party can leave feedback.
I have at times contemplated leaving " Positive experience, I now know buyer is non-payer".

Ah, but if the buyer reports a neg comment with a green dot, the seller gets a slap.

A closed an unpaid item case last week . eBay feels I should leave feedback for the buyer, but as you rightly state, only a positive can be given.
I am not going to waste my time with any feedback as I know a strike has been given against the buyer's account.
I have also blocked the buyer from buying from me again.
I can only suggest blocking them and knowing that they have a strike may be enough. Two strikes on their account and they will have problems buying from many sellers.
