I am having trouble selling a branded handbag, I keep getting the confirm identity with paypal message before i list the item. i have checked paypal and there is nothing there to ask to confirm identity.

unless you are a verified reseller of many Brand Names, and the ©holder is a member of the ebay VERO program you can be blocked from selling that particular brand
